A vacant Rajya Sabha seat from Madhya Pradesh has triggered speculation about whether the upcoming by-election could pave the way for a new face in Prime Minister Narendra Modi's Union Cabinet. The Election Commission has announced the schedule for the poll following the resignation of former Union minister L Murugan. Voting will take place on November 12, 2026, and counting will be held the same day, while the BJP has not yet officially named its candidate.
Murugan's resignation created the vacancy
L Murugan resigned from the Union Council of Ministers and his Rajya Sabha membership on October 13, 2026, and his resignation was accepted on October 14, leaving the Madhya Pradesh seat vacant. He had served as Union Minister of State for Information and Broadcasting and Parliamentary Affairs. In his letter to Prime Minister Modi, Murugan said he wanted to concentrate on strengthening the BJP at the grassroots level in Tamil Nadu and devote more time to the party organisation ahead of the 2029 Lok Sabha election.
Full schedule for the November 12 by-election
The Election Commission will issue the notification on October 26, and the last date for filing nominations is November 2. Scrutiny of nomination papers will be held on November 3, and the last date for withdrawal of candidature is November 5. Polling will take place on November 12 from 9 am to 4 pm, counting will begin at 5 pm the same day, and the election process is to be completed by November 16. Rajya Sabha members are elected by the elected members of the state Legislative Assembly, so the political composition of the Madhya Pradesh Assembly will be important in deciding the outcome.
Cabinet speculation, but no official word
The announcement has prompted speculation that the BJP may choose a leader who could also be considered for a future role in the Union Cabinet, and some political discussion has focused on the possibility of a leader from southern India being nominated. The possibility of a Madhya Pradesh leader being picked also remains open, since the BJP governs the state with a substantial Assembly majority. None of this has been officially confirmed. Being elected to the Rajya Sabha and being appointed a Union minister are separate processes, as a minister is appointed by the President on the advice of the Prime Minister. All eyes are now on the BJP's candidate announcement before the November 2 nomination deadline.
